Balancing Growth: 2025 Residential Development Trends
Following a strong rebound in 2024, residential construction activity in the Treasure Valley moderated in 2025, with 7,022 new residential building permits issued across Ada and Canyon counties, compared to 7,467 in 2024. Newly recorded subdivision lots increased to 7,031 in 2025, up from 6,394 the prior year, reflecting continued land development despite steadier permit volumes. At the same time, the combined supply of vacant lots declined from 9,206 at year-end 2024 to 9,004 at year-end 2025, indicating ongoing absorption of available inventory. Submitted final plat lots totaled 7,264 for the year, signaling a steady pipeline of future building sites.
- Ada County recorded 4,052 New Residential Subdivision Lots and 4,185 New Residential Building Permits. The supply of vacant lots decreased to 5,873 from 6,510 at the end of 2024.
- Canyon County recorded 2,979 New Residential Subdivision Lots and 2,837 New Residential Building Permits. Vacant lots increased modestly to 3,131 from 2,696 at year-end 2024.
Lots in the development process remained elevated.
- At the end of 2025 in Ada County, there were a total of 31,513 Residential Lots in the Development Process:
- Entitlement – 7,122
- Approved – 19,445
- Final Plat – 4,946
- At the end of 2025 in Canyon County, there were a total of 22,289 Residential Lots in the Development Process:
- Entitlement – 5,916
- Approved – 11,833
- Final Plat – 4,540
Overall, while permit activity leveled year-over-year, increased subdivision recordings and a stable development pipeline suggest continued positioning for future residential growth.
